Company History: This company has been problematic to research. The Phillips 66 company was founded as the Anchor Oil Company in 1903, and changed its name to Phillips 66 in 1930. It was operating in Oklahoma. So far I am unsure as to whether there is any relationship between Phillips 66 and Anchor Petroleum other than the similar names and operating areas.
Anchor Petroleum was clearly marketing services in the 1940s and 1950s long after Phillips had abandoned use of the Anchor name.
